Patterns across a whole agency or member, not a judgement on any one work — which is why none of these change a work’s score.
Round figures are normal and similar works legitimately cost the same. One figure covering nearly every work is what this looks for, and it means the costing is worth seeing, not that it is wrong.
The whole population fails the textbook test — the median agency scores 6.2 where Nigrini calls 1.5 nonconformant — because MPLADS amounts are capped, rounded and repeated by design. This ranks agencies against each other, not against the law. It is the weakest signal here and is never evidence on its own.
The ten works least like their peers. A score is a reason to look, never a finding of wrongdoing.
