D-03Dr Jayanta Kumar Roy has never committed 78% of the allocation to any work, across 19 works recommended and 2 completed

Not a suspicion. MPLADS funds stay spendable after a term ends, and the median MP-term leaves 16.5% uncommitted, so only well above that appears here. It is deliberately not the source's "Balance Not Yet Paid to Vendors", which is money already committed to works and merely awaiting payment.

D-03Dr Jayanta Kumar Roy (17th Lok Sabha) has never committed 47% of the allocation to any work, across 50 works recommended and 33 completed
