Not a suspicion. MPLADS funds stay spendable after a term ends, and the median MP-term leaves 16.5% uncommitted, so only well above that appears here. It is deliberately not the source's "Balance Not Yet Paid to Vendors", which is money already committed to works and merely awaiting payment.
